There are a gezillion combinations/permutations possible. You just have to pick the parts that fit your buget and put them together. Here is a 5 part instruction from the Geek when he built a system a few years ago. Some with PSU some without.
With your budget, look at the above and report back, it can be done.
HDD could pose a problem, sata or ssd but a sata 1tb drive might suffice.
Another point is the purpose of the build, everyday PC usage or gaming?
A game build might break your budget!
