Boot CD
These utilities are based on a boot cd that can be used regardless of the operating system.
EASEUS Disk Copy
Features:

Clonezilla
Clonezilla comes in two different versions, a server edition that lets you clone to many computers at once, and a "live" edition that lets you backup and restore a single machine from a boot cd.
Windows Based
These utilities can be used from within Windows while Windows is running.
DriveImageXML
This utility can be used to clone drives from within Windows. It has a simple wizard-based interface.
