Nothing else worked... there is no &quot;Web&quot; tab under desktop properties --&gt; customize desktop on my computer, only &quot;General&quot; so reading the same suggestions over and over again was getting incredibly frustrating... 

The tip that worked for me:

For those of you who still are having trouble with this… try this option.

START-RUN – TYPE “GPEDIT.MSC
Go to User Congifiguration-Administrative Templates-desktop-active desktop
Look to the right and find the setting that says disable active desktop..double click and choose enable…..
then go to your desktop and hit refresh</description>

I  checked the box and then unchecked it and THEN it worked.  I can&#039;t tell you how happy I am to get rid of the background on all my desktop icons&#039; captions.
