Check that you logged in with administrator privileges, disable UAC.

NOTE - when you change your User Account Control (UAC), make sure you reboot your computer. Disabling the UAC will NOT take hold until a reboot.

Well explained by Chris Sanders:
"Occasionally, I run into Error 0x80004005 when registering these files. This error sounds highly complicated, but what it all boils down to is a rights issue. This error basically means that you don’t have the permissions to register the file you are trying to register.

This usually brings about the questions, “Wait! I’m logged in as an administrator?!”

Under previous versions of Windows, being logged in as an administrator is enough, but in Windows Vista there is a little thing called User Account Control (UAC) that prevents programs from running administrative tasks without first specifying that they are running as the administrator. This applies for the command prompt the same as it does for any other program. This being the case, right-click on the command prompt icon, and select “Run as Administrator”, and then try to register your DLL. This is a mistake that is usually frustrating enough that, once you figure it out, you won’t make too often."

Hi, all. I am using Windows Vista Premium, and I have a few limited user accounts from which the Run as Administrator option will not work. I've tried to run it a few different ways but nothing happens. I even activated the built-in Windows administrator account but that didn't help. (Right now, there are two admin accounts.) Anyway, I've tried ctrl-shift-enter, right clicking and selecting "Run as Admin", and navigating the program's directory and right clicking there. Any ideas how I can fix this? Many thanks, and great forum!

With all due respect this article should be re-written or removed. There are much easier and more permanent ways to achieve this,

Regular command prompt users should create a shortcut to cmd.exe, right click the shortcut, properties, shortcut tab, advanced, tick run as administrator.

or you can right click any shortcut or .exe and Run as Administrator.

This approach works for me:

Enter your command in the search box (not run dialog). You will now have to options. Either ctrl+shift+enter, or right click on the search results above and choose "Run as administrator"
