I think I need the reg file too.
I'm having the same problem in Windows 7. I'm unable to view or change any power settings in the Control Panel. It just says "Your power plan information isn't available." And right next to that message it has a hyperlink that says "Why can't Windows retrieve this information?" When I click on the link it opens up a Windows Help and Support window that talks about "Solutions to common power problems" but provides absolutely no relevant information about the problem.
The problem exists for all the pages under Power Options in the Control Panel like
"Choose what the power buttons do"
"Choose when to turn off the display"
"Change when the computer sleeps"
and the like.
I'm having the same problem as zcqw4a1 and everyone else.
