Not having experience with that edition, I'm unsure whether you can change the wallpaper. When you find one you like, does right click give an option to "Set as background"? If not, then the OS doesn't support it. Understand that 7 Basic has a black desktop & is unchangeable. At least you have a colored screen.

Type 'wallpaper' in the box above the start button & see if any options present themselves.

You are correct. You cannot change the background in windows 7 Starter. You have to upgrade (about $80 I think) in order to change your background. Pretty crappy drawback if you ask me.

Try,
Check in,
C:\Windows\Web\Wallpaper
And change the .jpg to the one you want
