I have a document with images and captions which include chapter numbers. However, I want the "chapter numbers" to be based on whatever sub-chapter the image is in. For example, what I want is:

1 Heading
figure 1-1 image text
2 Heading
figure 2-1 image text
2.1 Heading
figure 2.1-1 image text
figure 2.1-2 image text
2.1.1 Heading
figure 2.1.1-1 image text
3 Heading
figure 3-1 image text

What Word is giving me:

1 Heading
figure 1-1 image (this is fine)
2 Heading
figure 2-1 iamge (this is fine)
2.1 Heading
figure 2-2 image ( NO!!! I want this to use 2.1 as the "chapter" and -1 as the image number)
figure 2-3 image ( NO!!! Want 2.1-2)
2.1.1 Heading
figure 2-3 image ( NO!!! I want this to use 2.1.1 as the "chapter")
3 Heading
figure 3-1 image (this is fine)

I've tried "section breaks" but they don't seem to allow me to assign
different levels ("chapters") to the captions...all captions always use
the same.
