I did use the automated repair from that link but windows update still fails.

I wouldn't overly worry. Those .net frameworks, often fail to update.

Net Framework 4 is essential part of Windows software and must be installed plus updated.

Have to find the cause of why updates are failing OR Clean Install the machine.

Can't just hide machine problems and hope they go away. :(
