I am unable to install the Cumulative Security Update for Internet Explorer 7 in Windows Vista (KB950759)

Any suggestions?

Download it normal and install it in "safe mode" or "safe boot mode".

For safe boot mode you disable all start-ups and services in msconfig. But make sure you check the little box in "services" on the bottom left to keep the MS services alive - very important, else you will come to a screaching halt.

WHS,

Tried your recommendation, safe mode.

result:

Window Update Standalone Installer
Installer encountered an error: 0x8007043c
This service cannot be started in Safe Mode

What can I try next?

WHS,

I tried to install in regular operation mode, I got the message that this update does not apply to "my system".

I checked the MS website and the standalone update, it applies to Vista x64. I am running 32-bit.

Why is it that this update is popping up in Windows Update?

Is it indeed not applicable for 32-bit?
Do I hide the update in Windows Update?

Well, That is a new one. Just hide it. It is of no use to you. Their server must have made a mistake. That's what makes life interesting. You see something new every day.

I checked my other laptop, it is a 32-bit and does has this update installed, I find ths very strange.

There is certainly a 32bit and a 64bit version of it. The one that was sent to your desktop was just wrong. Hard to tell why. You can always download the 32bit version for your desktop. On my system it dates from June,6 - so it's already pretty old. Strange that it only shows up now.

WHS,

My wifes laptop, she kept ingoring the fact that it was failing to install, I want to make sure this is fixed and all needed updates are "Up to Date'
