Is windows Explorer open when you shut down the computer using the normal shutdown procedure? If so make sure all instances of Explorer are closed.
Most likely it has somehow gotten into your startup files. Go tostart -> Type in: msconfig -> click on msconfig.exe. Go to startup tab and see if you can identify a line that will start it. Uncheck that item.
If you can not identify it download and install and run CCleaner. Go to tools->Startup-> click on "Save text to file" button. Close CCleaner and open the text file just created. Copy and paste the contents here.
