I am using Windows 7 Home 64, and trying to create a virtual PC running Windows 7. I have used the steps here:

Windows 7 Virtual PC

I get the virtual pc started, and in the virtual pc window, after I see the "Windows is loading files" window, I get the error message: Windows failed to start. A recent hardware of software change might be the cause. To Fix the problem:....
Then it lists the specific info:
File: \windows\system32\boot\winload.exe
Status: 0xc000035a
Info: Attempting to load a 64-bit application, however this CPU is not compatible with 64-bit mode.

Any ideas?
