windows 7 desktop gadgets managed by administrator

I upgraded from Vista Home to Windows 7 Premium. When i try to activate desktop gadgets I get gadgets administrated by system administrator.
I know how to activate Administrator account but I don't know how to change the group policy to allow my id to administer gadgets. Is it possible

When I run in built in administrator mode i Get all gadgets. I try to allow my non built-in user :John: to access the gadgets but can't see where to allow it.
Is there a group policy I should look at or just run in built-in administrator always? Thank you for reply

The settings for Gadgets in Group Policy are [ Not Configured ] so that means there should be NO restrictions.

Have 3 manuals concerning Win7 but haven't had a chance to read them as they are 2 inches thick a piece. (lol)

I have this this godmode control panel and when I click on group policy and it is blank. I will run in built-in mode for now as I will continue to investigate
and if you find any info would you please advise as I am lost.
