Are you talking about the Icons that appear in the system tray that make you think that. The programs that are in your startup program list, should start. If it's only the system tray, look into the "hidden" ones.

If you have your "Notification Area" set to "Hide Inactive Icons", then this is why they don't show up until you use them

that is not the reason they just don't load for the first time i log in then after that they are good and its not because they are hidden it's something different

OK; get WinPatrol from here http://www.winpatrol.com/download.html - very useful little program that will show you what's running. It is also useful for protecting your IE. Has a good documentation, but the initial window is self explanatory.

i think i have a similar problem with jack7h3r1pp3r, what happens is when i boot into windows, some of the programs on my system tray don't start or don't show, they're not hidden (as in the option 'hide my inactive icons') because even if i click the < icon, it still isn't displayed.

but when i try to open a program that's supposed to be there, i find that it's running, e.g. i have uTorrent set to run on startup, but there are times when the icon in the system tray doesn't show, but when i open the program from window orb > all programs, i see that it still started.

You can set your notification area icons to 3 different states
1. Show
2. Hide
3. Hide when inactive
Right click on the Windows Orb > Properties > Notification area button > Customize --- Plus: you can check/uncheck the "Hide inactive icons" box

I have the same issue as of recently in Vista. 2 system icons that should appear (Network and Sound) don't always appear and at least 1 program icon decides only on occasion to make an appearance. Fairly recent (1-2 months) behavior.

@whs
i did not set any of the icons that are not displaying to 'Hide,' what's happening is the icons are randomly not showing during start-up. for me, after a reboot, the icons that didn't show, returns. it seems, jack7h3r1pp3r's issue is fixed via a log-off then log-on, but i haven't tried it like that).

i'm not sure if this is an SP 1 issue, but i did notice that it started happening after i installed SP 1.

I do not think that has anything to do with SP1. Maybe you should set all those that you want to see at all times to "show" and see what happens. Most are set to "Hide when inactive" by Vista (except clock, volume and network) and will only show up when they are actually active and eventually hide again. This you can change with a manual setting to "show". Same, if you set one to "hide", it will always be hidden behind the <. Admittedly they jump in and out and it seems somewhat arbitrary.

@whs: That can only be the case if the user has "Hide inactive icons" selected in the "Taskbar and Start Menu Properties" of which it it appears some in this thread have unchecked so the disappearing icons would be from something else. Not sure what though. I have SP1 installed, "Hide inactive icons" unchecked and my network/audio icons haven't ever disappeared to my knowledge.

personally, it's not really that big a deal, since even if the icons aren't displayed, i find that they are running, i just find it weird.

Have you oticed an extra icon in the taskbar that possibly says "startup program blocked"?
I had a similar issue, even though I had permissions set correctly, Vista would on occasion forget what I instructed it to do, and start blocking startup entries.
