I have an ACER Aspire running Windows Vista. Over the last week or so my music began to stutter and any web page Im on that has music or noise stutters. What can I check?

Go to Speedtest.net click only on the Begin button. Check your download speed.

Those speeds seem normal, so does this also happen on Windows sounds, games, etc., not connected to the Internet?

I would boot from a live Linux cd or USB stick and this will temporarily take Windows completely out of the picture. This often helps to determine if problems are hardware or Windows software related.

Try uninstalling and reinstalling the audio drivers
