Why can't I see all of the 4GB of RAM in vista

Hi All
Hi add 4 gb of ram in my brand new
HP-Pavilion a6157c core duo 2
I checked in the bios and my system is seing 4096 of ram , but whatever I do in windows it only see 3573 gb of ram !!
I trid the BCDEdit /set pae ForceEnable to force windows to see above the 4 gig but still cant see it !!
How can I force windows to recognised my 4 gb ram ???
Is it possible or should I get a refund !!!

Sounds like the top end of the ram is being used up by "certain hardware and software factors".
