I am using Google Chrome and I have tried Firefox as well and it happens a lot where when I first load a webpage it comes up looking like just the text part of the page all jumbled. I have to refresh the webpage multiple times for it to start looking like the normal page. sometimes after it looks right it still doesn't work right like when I click on links and different things on the page it doesn't load. so i have to refresh yet again. any help would be great!

This happens on all sites, or one specific site?

Delete all your temporary internet files for all browsers, also clean out any temp folders, sounds like there is a corruption there somewher.
You can also set the browsers to refresh page on every load rather than having browser use temp files as much (a little slower but you will always get the latest page.
