A couple notes:
This is for making a repair disc that has stuff like "Startup Repair". It can not reinstall Windows.
That article has you use a version of the Recovery Disk tool from a pre release version of Service Pack 1. The RTM version was removed.
You may not want to use it as since Microsoft removed the tool from Service Pack 1 as they probably had a good reason for removing it.

jd, Is this not an SP1 version of this: http://neosmart.net/blog/2008/.....-download/ and since it seems to work, why would one not want to have it?

That article has a download to the recdisc.exe from a beta of SP1.
In the SP1 final Microsoft made recdisc.exe not do anything at all which means for some reason Microsoft didn't think the program was ready for general release.
If Microsoft doesn't think something should be released there is usually a good reason for it.
