W7 doesn't open files on the top

when I open certain files using Windows Explorer or in other situations that file is opened on the back. That means Windows Explorer remains there and the program I wanted to open and see goes to the taskbar...

From what I understand from your explanation is when you open a new window it opens in the taskbar instead of full screen. Try right-clicking on an empty area of your taskbar and in the pop up menu click on 'Cascade Windows' while one windows is open then close that window and see if from now on all programs open full screen. Hopefully this will work for you.

I enabled 'Cascade Windows' but the problem remains.
Let me give you an example. I want to open a first Word docx using Windows Explorer and it works fine. So keeping that Word docx when I want to open another Word docx via Windows Explorer that second Word file is opened at the back of my Windows Explorer.

I believe that is normal for a second Office window to open in the background when another Office window has already been opened.
