I figured out the resolution to this issue, so I'm posting the solution here so when it happens again I can just search the forum for it.
This error occurs because the web project is setup to use t-sql debugging and the components aren't installed on the remote sql server that you are connecting to. Uncheck the box, and debugging will work again
