Vista will not allow download as admin user

Hello all. I know I've seen this problem mentioned here previously but I can't find the post :( Here's the issue: When logged in as my primary user account (which is an admin account) I CAN'T download anything other than MS Updates. So what I did was create ANOTHER user account with admin privileges and, boom, I can download anything! I've searched around and can't find any solutions, even from our friend at MS. It's a giant pain to go to the Switch User option and login to the other account to get the downloads. BTW, I use Vista Ultimate, and this problem seems to be unique to that version.

Have you tried turning off your Antivirus and firewall to see if they are stopping the downloads

Turn them off but try a download from a safe site

Thanks for the suggestions mfletch but that doesn't work. I tried that first and no go. Also, my AV and firewall are running when I switch to the new account (also an admin account) and downloads come right through! I know I read somewhere that MS knows about this issue in Ultimate and their only solution is to create a new account with admin privileges and download from that one. So, i do and it works. Just wondering if any one else found a work around for this issue. It's kind of like Ford knows there's an issue with a particular model, they admit that they can't fix it, and to just have another person drive and everything will work. Thanks again for your suggestion.
