I am not sure if it is possible to make an order in which the applications start up. But have you tried to disable the startup items in System configuration's start up tab using the msconfig command? Windows logo key + R key > msconfig > System configuration > Startup tab. Here you will see all the startup items.

also, is it possible 2 change the priority of an application when its loaded so that that i dnt have 2 go into the taskmanager and change it there after the program has loaded?

Try Ashampoo Startup Tuner 2 to optimize the startup programs.
