If nothing helps, you could install e.g. Linux on it. Burn an ISO file with another PC of e.g. DSL (Damn Small Linux) and try that.

If there is nothing on the HD you want to retrieve, then you can load any O/S you want right away on the laptop if you have a copy on a CD ie: Win2k, XP, Vista, Linux....IF the machine is (NOT) ancient and worn out (LOL). Also, you will need to download the drivers for the machine from the manufacturer's website and possibly have to make a slipstream CD according to which O/S you decide on. If the Bios is password protected, just open the case, remove the battery and default the RTL. The use of the laptop is up to you (LOL).
