This was freeware from Sysinternals. I downloaded it and tried it for a couple of days, but didn't like it. When I try to uninstall it, I am advised I need administrator permission. I give it, but it refuses to uninstall. I just keep getting another administrator window, stating to try again or cancel. I can click on 'try again' for ever, but not happens. The icon on the navigation bar will, also, not go away. What should I do?

Problem solved! I remembered an article, posted by Howtogeek, about a free download of IObitSecurity360. I can't recall the date, but I did download the program, and later upgraded it to 360PRO. I also remembered, on right-clicking the 360PRO icon, one of the items in the menu is 'unlock & delete'. Having tried everything else, to get rid of this annoyance, I had nothing to lose. I activated VistaStartMenu (a free program tip from TinyGeek), clicked on DOCS, then on Downloads, and there it was. I rightclicked Desktops(MS) and clicked 'unlock&delete, and after the usual Administrator prompts, the program vanished, the icon vanished. It's all gone.
