have an inspiron 1525/windows vista home premium. will not let us log onto computer with password now. unable to restore under safe mode

If you boot into safe mode you should be able to login with the Administrator account and change the password there.
If you can't get in to the Administrator you can try the things listed at http://www.petri.co.il/forgot_.....ssword.htm
