You can't make it work exactly the same, of course. For that you'd need to buy a mac.
Well my buddy wants more of the functionalities of a OS X. Rather than the look. I mean we wants the dock, and also the think where u can move ur cursor to the corner and all ur programs move to the side. (i saw that one app for this) but like as similar functions of a mac as possible
Tt's called "Switcher" and you can customize the way the shortcuts with the mouse or keys work. I have it, is really useful.

For the cursors and Icons you should download whatever pack suits you better.. me, i spent days after them!.. and still AM after them!
As for the bar you can download Object Dock or Rocket dock, whatever suits you better.
Icons are highly customizable, you can download them or do your own ones (just save them as .png.. I do my own sometimes =D.. but of couse I am a graphic design student, so you may want to download them! XD)

I recommend you to use Tune up Styler, or Styler or Windows Blinds to install themes and icons and all without much of a drama
aaaaaand.... I dont know what else to come up with.. I think that's pretty much all there is to it, there are some apps that do what the "mac taskbar" does but I'm not sure how it works, I installed one once and it didnt seemed to work properly so I uninstalled it, it wasnt actually that useful..
