I have a SEPTRE 19" LED TV with built in DVD player that I would like to transport laying flat. Can this damage the TV and will it be better to transport it screen up or screen down?

Should not be a problem if it is sufficiently packaged. I would suggest a box with lots of padding around it.

No problems lying it flat as long as it's not against an abrasive surface - even paper can scratch the screen (have you ever had a paper cut on your finger??). I use bubble wrap as I carry a spare monitor around in the back of the car all of the time.
