System Restore

My dad just got a second-hand laptop and it has more stuff wrong with it than I have ever seen before. It has a recovery drive, so is there a way to restore it and wipe everything?

If it has the recovery partition then it should be possible to recover it and set it to factory shipped condition. There are several ways to activate the recovery process. But the best way is to recover it from startup by pressing a key on the keyboard. Different manufacturers use different keys.
So, let us know what is the make and model number of the laptop?

Best though is to make a clean install with a legal copy that does not have all the manufacturers bloatware. You can download the .iso from here:

Once installed, activate that Windows 7 with the product key you find on the COA sticker that is on the bottom of the laptop.
