System Protection tab missing from System Properties

I am trying to manually create a Restore Point. I click on Control Panel, System, System Protection I then get the System Properties window but am missing the tab "System Protection". Only four tabs are available - Computer Name, Hardware, Advanced, and Remote. How do I get the Systems Protection Tab to show?

Go to the left pane here: Control Panel\System and Maintenance\Backup and Restore Center
