Switching to VoIP with Satellite Conection

I just read "How to Switch to VoIP and Ditch Your Home Phone Bill Forever" at HTG. I would like to do what they recommend. I am connected to the Internet by satellite. Will I need to leave my computer, Google Homepage and Dish on for 24/7? I only have 10.3 Mbps of bandwidth a month. Wouldn't that be eaten-up by the staying connected?
Secondly, do I cancel AT&T? Why wouldn't they charge me for the line or connection?

I don't think that is any good with a limited bandwidth.

10.5Mbps is a speed and not a data limit. I operate on VOIP, albeit not satelite, very nicely at 6Mbps. Depending on the codec that your service uses the average is about 50Kbps.
