I think that a program upoading area also must be introduced in the site where people can upload their innovations

Why would you want that?
How many of us make programs of any quality?
This is just an excuse for spam

actually it is ment for some who do that. I am not pointing at myself but a friend who was searching for a website for that purpose. And as it is for spam, the Avatars we all upload may also contain viruses and the moderators are there to check for irrelevant stuff
