Does the PC start?
Do you get a BSOD
What have you done in order to resolve the problem yourself?
Can you boot into safe mode or safemode with networking? - if so - can you run system restore to set your PC back to before the error occured?
Are you SURE about that? Please grab a screenshot of the error if you can and post it here. I say that because CLMSS is a VIRUS, it is NOT a Windows file. However with the limited info you posted I can't be sure.
Google "clmss server.exe not responding" and see the posts about this. If you believe it is a virus after that, some removal instructions are shown in the search.

When you say startup, do you mean on boot?
Or are you trying to start CyberLink software, PowerDVD?
