Hi Ray. Try this. Right click on the desktop. Select Personalize > Sound
Uncheck "Play Windows Startup sound"
See the difference.

Ray, hello. The startup sound in Vista can be stopped, but not changed. However, it doesn't slow down the boot because Windows can do more than one thing at a time! You can change and remove the sound that is played when a user logs in, but the default for that is very short and, again, does not stop Windows from working. (EDIT: fixed)

Perhaps what's slowing you down is your start up PROGRAMS, EX: Windows Live Messenger, Yahoo Messenger, AIM...ETC, Disable them from starting up with windows.

Go to run
Type MSCONFIG.exe
Click on the "Startup" tab
Then un-check the boxes of the names of the programs you want to disable during startup.
Finally Click "Apply" or "OK"
When you restart you shouldn't have them pop up again.
