OK, Now go back and check the box we have previously unchecked > Apply > OK and restart your system again and tell me whether you have the mess again (hopefully not - but if yes, we are on the right track).

I downloaded some wallpapers from deviant art and they didn't download to the pic folder. The pic folder is still in the wrong place the wallpapers downloaded to c:/users/ulyses/pictures/ipod

Maybe that is our culprit that created the mess. Why don't you get rid of it. There are many other very nice wallpaper sites. I can give you a couple - if you want. Did you do the step I described in my last post above?

It's funny you say that because the deviant art icon is showing on a couple of my programs that are not related to deviant art

And see once whether there is something of deviant art in your startups Msconfig > Startups (button above) > roll thru the programs. If you find something of deviant art, uncheck the little box in front > apply > ok. You need not restart then.

I checked in start up and nothing is running under deviat art. the icon on this site changed from the geeks pic to the little devil from deviant art, so did my internet explorer icon and a few more

There are sites that are very "invasive". This seems to be one of them. Are you OK now or do we need to do more?
