windows 7, 64 bit pro:

Why do I have a 1/2" border on top and bottom, and 3/4" border on each side of my view of whatever browser or page I am observing?

Did you just change to HDMI cable or install new video card ??

No, same set up I have had since the new build. I am looking to go larger than the 24" tv that I am presently using.

Am not familiar with using TV as monitor but graphics card driver software should be set for Maintain Scaling OR maybe you can manually adjust TV picture using on-board controls.

ADDED: If using Catalyst Control Center software, set Scaling at 0% by pulling slider all the way to right stop.
