Shared Contacts and Calender in Exchange

My client wants to make a contacts list that can be shared and modified by all. He also wants a default calender that does the same. How can I do this so that all changes are made available to all users as a default. They are using outlook 2003 and exchange 2003. Is this possible and how can I move these from outlook to exchange

I'm not sure exactly how to set it up but I know this can be done with Public Folders in Exchange. Where I work there are Contacts and Calender Public Folders in exchange that everyone can access with Outlook.
