this program by default saves to a folder /var/backup. if i do a complete reinstall of Ubuntu, won't this folder be wiped clean? if so what is the point of the backup?

Typically you should setup your backups to go to an external drive... not much point in backing up to the same drive.

It's located at /backup/var ?

If you wipe Ubuntu and reinstall, yes it will get wiped out. You need to copy those files to an external drive.
