Restricting User CPU and RAM usage?

Hello again. I've got some problems with a relative. They've been doing some pretty *bad* things on the internet.
I don't want to block, apply parental controls, or anything like that. It would make it seem that I was the one who caused it.
Therefore, I want to limit the CPU and RAM usage of that user. Is this possible?
I'm running Vista 64 by the way

By "*bad* things" do you mean visiting sites with malware, downloading ilegal files or something else?
If it's malware you can set the account type to limited and it can't run outside the account.
If it's ilegal files and it's torrents or a P2P program you can block the traffic with an outgoing firewall or just block the install of the downloading program by making the account type limited.

As for limiting CPU and RAM, I don't know of a way that could be done.

I personally suggest if the machine(s) is / are yours, quit being such a nice guy and pull the plug or connection if someone is doing "bad things" on or to your computer(s).

By bad things, I mean visiting sites, viewing illegal (copyrighted) material. I doubt that I can block every site that has such material uploaded to it. In addition, I tried blocking certain programs, but that failed because apparently Vista interpreted that into blocking every program except the following programs.

Raphoenix, I wish this computer was mine. If it was, I would be wreaking havoc on their illegal ... butts... Watch them suffer the consequences, and then delete their user. Unfortunately, this computer was bought for the family, so I can't really do anything.

Ok, instead of reducing RAM and CPU usage, how would you go about limiting RAM or CPU usage for a certain program? (In addition, this setting should apply to that user only)
