Is it safe to clean the registry yourself for like old programs.

If you know what you are doing, yes. But it might mean several hours work.
Better to use something like Revo Uninstaller & a registry cleaner like CCleaner

So it wont hurt my computer like if I do that because I am scared it might delete the wrong thing. Thats why I think I should do it but I was thinking what if I mess up on it.

If you are not sure then don't try it.
You can mess up the system completely by deleting the wrong entry

There is some programs that you know the program didnt delete so thats what I was going to do with the registry. But like you said dont try it but I dont know but is it safe to do it by yourself. How does that program that you have work?

Use Revo Uninstaller when you want to uninstall a program. It does a very good job of removing all the bits of that program that are scattered over your system.
CCleaner does a general cleanup of your system but also can clean your registry of things that are redundant.

CCleaner also gives you an option to backup your registry just in case you do something really silly.LOL!
Also make sure you create a restore point!!!!.
