Hi! Recently I've started to experience random, massive drops in FPS, going so low as to 5-10 from an original FPS of 60-100. This persists for a few minutes, then goes back to the normal FPS, and then drops again. I've updated my Nvidia drivers, though it's done nothing to abate the issue. I'm not particularly technically inclined, so I hoped I could find a solution to the problem here.
Below I've added images of HWMonitor statistics during both low and high FPS.

No unusual log activity during the times when the framerate tanks.

One of the logs has an odd time stamp, though - it says it was created 13:29 yesterday, but is at the top of the list when organized by date created, though I'm guessing that's likely not related to the issue at hand - if an issue at all.

Just leave it set on Processor, and you will soon know the culprit.

Only possible other culprit is probably DISK ACCESS...

Possibly could be seeing a priority boost though locking out you video program, harder to see.

On the top are a bunch of boxes. The next to last one on the right is the DISK activity. Put you mouse over it and you'll see who is active.

I'm wondering if you have read errors on the hard drive? Did you run CHKDSK before installing and format new complete?

Ran a CHKDSK - problem still persists. Seems like GPU usage spikes up to a 100% and then drops intermittently when running memory-intensive programs, though I've never had these kinds of performance issues. Usually FPS lies around 60 on the same games that now drop down to 5 randomly. There also seems to be no relation to the program running, and the performance hit it takes. For instance, when I launch it - it runs fine for a moment, and then drops down to 5 FPS. If I restart the program and wait a while, it can still run at 5 FPS and improve in performance a few moments later. Despite this, GPU usage is normal when the program isn't running.

Any game in general, or just other memory-intensive programs.
