Quick Launch Icons don't stay where I put them in Windows 7

I did a search and didn't find this. I have just switched to Windows 7. After some reading, and a good bit of swearing at Windows 7 I figured out how to put it on there.

I carefully arrange my Quick Launch icons in an order that is easy for me to use. When I restart the computer,however, they are in a completely different order. I have locked the taskbar. Unlocked the taskbar.

Does anyone know how I can solve this problem?

This is how I got a quick launch on my W-7. I haven't had any problem

I actually used that page to get the Quick Launch set up. The problem is that I put the icons in a certain order. But when I restart the computer (or shut it down then start it up later) the icons are all in different places from where I'd put them. I'm trying to figure out how to make them stay where I put them. I hope that makes sense.
