Is there a way to open locked Power-points that are view only?

If it is a PPS or PPSX file, then just right-click on them and select "New". A new presentation will be created using that one as a template.

I think you can also open PowerPoint, go to Open and select that file, and maybe changing the extension to PPT or PPTX accordingly will work too.

It is a zip file or something else. Check the extension of the file and open it with that type software.
