If you download "stuff" from the Internet and use software such as BitTorrent,Emule, or if you are a online gamer and have slow connections but everything looks good in windows utilities and use a hardware firewall or Router this site can help you step-by-step to forward your port through your firewall for a faster connection. Most ISP's monitor lower ports so it is always best to set your ports over 20000.
