Hi,

Sorry for the short post, but its late.

Any idea how to get rid of this bar in photoshop elements 11?

Apart from reverting to an earlier version of Elements I'm fairly certain you cannot. I think Adobe regard Elements users as being idiots, probably because they think that only buyers of the full suite deserve to be treated like normal humans.
