permanetly maximize ALL windows in windows 7

how do I open all windows in windows 7 maximized? Even those that do not have the option in the properties.

Open them with a shortcut. On the properties of the shortcut indicate to run Maximized. However, if the program is not designed to run maximized it simply can not be done.
