Outlook Express was replaced in Vista with Windows Mail, which works basicly the same, but isn't dependent on the browser (IE).
With Windows Mail it is possible to copy it to 7 and then use it there. I don't know if the same is possible for OE, but you might give it a try anyways;)
Make sure you make a good backup (an image) before you make any changes - better yet: make sure you make regular backups anyway. If you have 7 Ultimate there is an inbuild option to create an image as a backup, but you can also use Macrium Reflect. There is a tutorial on how to use it with a download link
