Outlook 2007 + Gmail = not downloading full messages even if forced to

To put you in my perspective, this is what's going on with my computer.

Clean format.
Added Gmail account.
Moved Gmail's data file to another partition.
Send/Receive settings set to custom rule to "Download complete items including attachments for subscribed folders"

Even though my setting is set to download complete messages, if I set Outlook to "offline," to test if the message can be viewed, the error displays that the "message is not fully downloaded."

- This did not happen before I moved my data file.
- This doesn't make sense.

The only fix for this is to select all message headers and mark them for download.

- What is going on?
- Does anyone have any idea?
