I have MS Outlook 2007 and want to funnel all my different business email accounts to it and also send emails out, but showing each different department. Is that even possible and if so how do I do that?

Are they each IMAP/POP or exchange accounts? If they are IMAP/POP accounts then you can just set them up in Outlook, they will all download to it and in new emails you can select which account to send from.
