One of my users is having an issue where everyfew minuites Outluuk comes up with a green progress bar and says contacting the server for more information. She has Outlook 2007 and we are connecting to exchange. Thanks.

No, but even so it's not like it is doing a send receive. It is a progress bar that I have never seen before. I have seen the send receive details pane before and it’s not it.

smash, easiest, I found, is to upload it here: http://photobucket.com/ To join is free. Once you uploaded your snip you can either copy the IMG Code with which you can paste it directly into your post, or you can post the link. Works real well and is easy.
If you just want to see how it looks once you uploaded, check one of mine out. Notice the 4 options on the right bottom of the picture.

First sorry about not replying sooner, I got busy with other things and forgot about this topic.
On the screen shot, it does help in knowing it's a separate dialog Outlook is using and that it's one I haven't seen before. That means none of the fixes related to the standard send and receive dialog apply.
I can try searching online for the error and see what I find. If I don't see anything though or you already searched for the error I have no idea why that is happening or what it is.

Edit 1: I found the same type of results as Scott did. A problem related to the clipboard.
All I could guess there would something in a message sitting in the Outbox or drafts had something pasted to it that is causing it to do that.
If not you could downloading Wireshark and seeing what kind of traffic and where to Outlook is doing with that dialog.
