Outlook 2003 template edit

I created an e-mail template in Outlook 2003. I need to make changes to the body and TO: I open the template make changes hit SAVE (Nicrosoft Editor is off) When I open the template again the changes are not there.

Trying to edit an Outlook 2003 template I created. I can't save the changes after I open the template.
