Outlook 2003 images only show when replying/forwarding

I work in a school district and staff use Microsoft Exchange Outlook 2003. Our OS is technically Windows XP but I believe IT has made it look like an earlier version (if that matters). I (and others) are having an issue with viewing images in an email with Outlook 2003. All I get is a big square with a red x. However, when I reply or forward I can see the image fine.

I have gone to Tools/Options/Security/Automatically Download and unchecked the "don't auto dl".

I think it might have something to do with and IE setting, maybe?

Any help would be great - I have been searching online for quite awhile. THANKS.

Ask your IT to apply the latest patches to both Exchange and Office.
